The gap between them is overage, and it is simultaneously the largest controllable line in your cost of goods and the place where a potency claim is most likely to fail a market-surveillance test. Buyers who cannot read a stability report well enough to judge whether a quoted overage is justified will either pay for insurance they do not need or discover the shortfall in a laboratory report they did not commission.

The first step is separating three numbers that are routinely collapsed into one. The fill value, or theoretical potency at manufacture, is what the factory actually dispenses into each stick. The label claim is what the consumer reads. The end-of-shelf-life guarantee is what you are contractually promising the retailer and the regulator. A specification reading simply "1 billion CFU" with no qualifier is the most common source of claim disputes in this category: a factory can be fully compliant with a fill value of 1 billion while the product fails at month eighteen, because nothing in the document defined which of the three numbers was meant. Write all three into the specification, and state the pack and the market they apply to.

Overage should therefore be calculated backwards, not added as a flat percentage. You start from the end-of-life target, apply the measured or projected decay for that specific formulation in that specific pack, and derive the fill value required. A standing "add fifty percent" convention ignores strain-to-strain differences and packaging effects, and in a multi-strain blend it is almost always wrong: the blend's claim is limited by whichever strain decays fastest, so both the overage and the formulation have to be driven by the weakest component rather than the average. If one strain is the laggard, the cheaper answer is often to rebalance the ratio or protect that strain specifically, not to inflate the whole blend.

The destination market changes the arithmetic as well. In the United States, the declared amount on a dietary supplement label is generally understood as the amount at the time of manufacture unless the label states otherwise, so an at-expiry claim needs substantiation and clearly worded qualification. European food law expects the food to meet its label throughout its shelf life, which pushes the burden onto the end-of-life value. In China, the declared viable count must be maintained through the declared shelf life. One formulation may consequently need different fill values for different markets, and a single stability package should be reviewed against each destination's expectation before artwork is finalised — retrofitting a qualifier onto printed film is an expensive way to learn this.

Accelerated testing at conditions such as 40 °C / 75 % RH is useful for ranking formulations, screening excipients and catching gross viability problems early. It is not a substitute for real-time data when the claim runs to eighteen or twenty-four months. Viability loss in probiotics is rarely log-linear: a formulation that looks stable under stress for three months may plateau, or may collapse once a moisture-ingress threshold is crossed. Extrapolating an accelerated slope to a two-year claim is where overage assumptions most often go wrong, and it is precisely the assumption your factory will lean on if you never ask for real-time points.

A claim of that length also needs more than one batch. Three production-scale batches, sampled at defined intervals, is the conventional minimum for a defensible shelf-life assignment, and the statistical treatment matters: where batches disagree, the assignment should follow the worst performer rather than the mean. Packaging must match what you will sell. An aluminium-foil stick pack, a plastic bottle and a blister present very different moisture and oxygen barriers, and a study run in a generic pouch says little about a stick pack sitting in a humid warehouse. If the commercial pack changes, the study no longer supports the claim.

Enumeration method is the quietest source of error. Contract laboratories differ in media, incubation temperature and anaerobic handling, and results for a spore-former, a Lactobacillus and a Bifidobacterium are not interchangeable; even the same species counted by two laboratories can differ by more than a modest overage. The quality agreement should name the method and, where possible, the laboratory, and should state whether the claim is a total viable count or a sum of individually enumerated strains. Retest rules on retained samples deserve a clause too, because a favourable second result on a failing lot is not evidence of stability.

A stability report is only as persuasive as the pack, the method and the time points behind it. Ask for those three before you discuss the number.

Once overage is expressed as a percentage, convert it into money per stick or per capsule and stack the other costs on top: the extra active ingredient, the repeat assays, the retained samples, and the lots that fail release and are reworked or scrapped. Overage is the right tool when the decay is well characterised and the strain is hard to replace; it is the wrong tool when loss is driven by moisture ingress or by a strain that cannot survive the process. In those cases microencapsulation, a higher-barrier pack or a reformulated blend ratio is usually cheaper across the full shelf life than carrying a large fill premium. This is also where negotiation happens: the quote should say whether overage is included in the price per stick or billed as extra active, who pays for release testing and stability monitoring, and who owns the retained samples.

The contract should define what happens when measured decay exceeds the assumed curve — replacement, rework, credit — and should require revalidation when the strain source, the excipient system or the packaging supplier changes, since any of those can move the decay curve without changing the formula on paper. When you request a stability report, check the fields before the conclusion: batch numbers and scale, exact pack format, storage conditions, time points actually tested versus projected, enumeration method and laboratory, and whether the conclusion covers the pack you are buying. A report missing any of those is a marketing document rather than a technical one. Fix three things in writing before the first purchase order — the end-of-life claim, the method and laboratory that verify it, and the decay assumption the overage rests on — and the rest of the negotiation becomes considerably shorter.
","How end-of-shelf-life CFU claims, overage calculation, stability data and contract terms fit together — a buyer's guide to locking down
